Chinese Loan Puts Mongla Port Expansion on Track

Senior Correspondent, Dhaka

Bangladesh has signed a $335.78 million loan agreement with Export-Import Bank of China to expand and modernize Mongla Port, aiming to strengthen cargo-handling capacity and improve the country’s maritime trade infrastructure.

The agreement, valued at RMB 2.404 billion or Tk 3,592.90 crore, was signed by the Economic Relations Division (ERD) of the Ministry of Finance, according to an official press release. Alia Meher, joint secretary of the ERD, signed on behalf of Bangladesh, while Fengjun Tian, assistant general manager of China’s EXIM Bank, represented the Chinese lender.

Under the project, the Mongla Port Authority will construct two container terminals, a container yard, a container delivery yard, and a cargo-handling yard. The development will also include modern equipment and other necessary upgrades to port facilities.

The Chinese loan carries a concessional interest rate of 2%, with a repayment period of 20 years, including a five-year grace period. The financing structure provides Bangladesh with a long-term repayment schedule, although the project’s overall economic value will depend on implementation costs, operational efficiency, and future cargo demand.

The modernization comes as Bangladesh seeks to diversify its maritime trade infrastructure and improve logistics capacity beyond its principal seaport at Chattogram. Upgraded facilities at Mongla could support greater cargo movement, reduce pressure on existing transport networks, and improve access for businesses in the country’s southwestern region.

However, the benefits will depend on efficient project execution, adequate transport links, and the port’s ability to attract additional commercial traffic. Timely completion and effective management will be important to ensure that the investment translates into sustained improvements in trade and logistics.
